Adds a CI workflow to publish pi-model-auto-router to npm on version tag push.

Changes

.github/workflows/publish.yml: Triggers on tags matching pi-model-auto-router/v*; installs deps, builds via tsc, and publishes with npm provenance (--provenance) using NPM_TOKEN secret

Usage

git tag pi-model-auto-router/v0.1.7
git push origin pi-model-auto-router/v0.1.7

Requires NPM_TOKEN set in repository secrets (Settings → Secrets → Actions).
